Drop shadow is usually V-2 H-2 Black, 50, 7
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or one you prefer.
Paste paper 8, apply your mask, delete and merge group.
Paste element 29 and move up and over to the left some, duplicate and more over and down on the right.
Resize your tube to 40%, if using the same one I am, paste your tube in the center.
Back to your original tube, resize to 80%, paste below the upper left heart, click with your magic wand and expand by 10, invert, delete, then paste paper 6, delete, move below the tube layer, select none.
Copy both the tube and paper layer and paste underneath the other heart.
Erase the balloon part showing in the lower heart and merge down, change the blend mode to overlay.
Merge the paper layers under the frame and apply the VM Extravaganza-Transmission with these settings
29, 0, 12
Being back on the top layer, paste element 21, erase a few of the glitter stars that are down to far on the bottom, duplicate and move over a bit, covering the legs of your tube to not let the cut off edges show.
Paste element 13, below the paper layer of the frame, duplicate, mirror and move up some.
Paste element 17 below the swirl layer and move down some on the left, duplicate, and move up and over to the right, erase and that you do not want.
Resize element 10 to 55%, place on the left side.
Resize element 35 to 50%, place on the lid of the candy box.
Resize element 51 to 65%, place on the right side below the glitter layer.
Resize element 49 to 65%, place in the center below the glitter layer.
Resize element 50 to 50%, free rotate to the right at 40 degrees and move down by the lantern on the right, above the wordart sign.
Resize element 11 to 50%, place on the left side below your tube layer.
Duplicate the rose on your tag, resize to 65%, mirror, place below the key layer and erase some of the stem, showing past the key going toward the left.
Paste element 14 on your glitter layer and erase the edges sticking off it on the sides.
Paste element 31 above the mask layer, moving the hearts where you want and erasing the parts you do not want showing, duplicate and move in other areas, erasing as you go along, duplicating as many times as you like.
Add any other elements you would like.
Crop your tag to be sure no stray shadows are on the edges of your tag.

Once happy with it all, close off any backgrounds, merge visible.
